INTRODUCTION

In August 2001 instructions relating to the Enrolment Scheme were issued by the Ministry of Education under Section 11G (3) of the Education Act 1989.  Epsom Normal Primary School has an enrolment scheme and must comply with these instructions.  The purpose of this is to avoid overcrowding and to ensure selection of applicants for enrolment is fair and transparent.


ENROLMENT SCHEME

The as of right enrolment of pupils at ENPS is limited to those children whose place of residence is within the home zone, as set out in the attached appendix.  Children who live in this home zone have automatic entry.

For pupils who live outside the school’s home zone, the scheme has a priority order.

First Priority
Students accepted for enrolment in a special programme in the school and approved by the Secretary of Education. (This category does not apply at Epsom Normal Primary School).

Second Priority
Second priority will be given to applicants who are siblings of current students.

Third Priority
Third Priority will be given to applicants who are siblings of former students.

Fourth Priority
Fourth Priority will be given to applicants who are children of Board employees.

Fifth Priority
Fifth Priority will be given to all other students.

All schools with enrolment schemes must follow balloting procedures for out-of-zone students as set out in the Instructions by the Ministry of Education.


PRE-ENROLMENT

•  In-zone children are entitled to pre-enrol at any time after their fourth birthday.

•  Pre-enrolment applications must specify clearly the information required by parents/caregivers to supply in support of the application.

•  Pre-enrolment applications will be processed weekly by the Deputy Principal.


Applications will be accepted in accordance with Section 11 G (b) of the Education Act 1989.
